In 2016, the City of Whitehall acquired the property formerly known as The Commons at Royal Landing. Late last summer, a request for qualification (RFQ) was developed for the redevelopment of the site and two adjacent properties controlled by the City of Whitehall Community Improvement Corporation. The City received proposals from three developers. After reviewing the proposals and interviewing the developers, the City selected Continental Real Estate’s plan now known as Norton Crossing.
Over the coming weeks and after additional review, it became apparent to Development staff that for the public good, additional ingress and egress to and from the site would be necessary along Hamilton Road. After discussions of acquisition with the current property owner of 61-91 S. Hamilton Road were unsuccessful, City Council passed two pieces of legislation: one which asserted the City’s intent for appropriation of the land for the required roadway usage; and, a second piece of legislation passed on May 16th which authorized the City to file a Petition of Appropriation with Franklin County. City Council passed this legislation because the appropriation is necessary, it is for a public purpose, and the City has been unable to agree with the property owner as to compensation.
To date, the City has not filed the necessary petition with Franklin County as we continue to have dialogue with the owner and his representative(s) in the hopes that a resolution will be reached.
